Is Shop and Establishment registration central or State?

State (and sometimes municipal / labour-department portals). Each State / UT has its own Shops and Establishments Act or consolidated labour portal flow, with its own employee thresholds, working-hour rules, leave chapters and renewal cadence. There is no single all-India S&E certificate.

Who typically must register?

Shops, commercial establishments, offices, restaurants and similar premises that employ workers (and in many States even small employer-run shops) once they cross the local Act’s definition of “establishment”. Remote-only businesses still often need registration for the registered office / corporate office address where staff attend.

What documents are usually asked for?
