Registration thresholds, renewal cycles and penalties under Telangana’s Shops & Establishments Act.

Every shop, commercial establishment or office operating in Telangana — including most standard business premises, not just retail shops — is required to register under the Telangana Shops and Establishments Act, 1988, within 30 days of commencing operations, regardless of employee count.
The registration governs working hours, weekly holidays, leave entitlements, and conditions of employment for staff, and needs periodic renewal (the exact cycle depends on the registration category); operating without a valid registration, or letting a renewal lapse, exposes the establishment to fines that scale with the duration of non-compliance.
Because this registration is often the first labour-law compliance a new business encounters — well before EPF or ESI thresholds are reached — it's worth completing at the same time as GST and trade-licence registration rather than treating it as a separate, lower-priority task.
